Shifting the question from "will China slow down" to "how would anyone know the US has slowed down" is exactly right. Verifiable restraint probably has to be anchored where things are physically countable (compute clusters, energy draw, training-run notifications) rather than in lab pledges. Would Beijing accept third-party verification at data-centre level if it were reciprocal, or is inspection of physical infrastructure a harder red line than model evaluations?
